All right. Could someone here explain IP numbers to me? Like, how do you tell if someone else is someone close to your area? Somebody! Please help! It's not all that importtant to me; its just driving me crazy! ^_^

The IP address is assigned by the ISP (internet service provider) to the machine accessing the internet. In order to track an IP to a geographical location, you need to do some semi-stalker research by looking up which ISP is responsible for that IP code and the geographical areas it serves. Even this won't pin the IP down to a specific household without doing something illegal. In the case of a dialup connection, a unique IP is assigned each time you connect to the internet rather than a fixed IP, which makes tracking it even more difficult.
