Emanon: The nameless city in the mountains

Emanon: The nameless city in the mountains
(Yes, it is still nameless even though I gave it a name, look closely at the name, change it around... you will see, or you won't...)
Location: Deep within the gray of the great peaks of twilight lost somewhere amidst time and space with paths to both the light and the darkness.
(Translation: Deep in the borderland mountains with paths to both Arken and Ighten.)
Description: In two words? Jury-rigged. Everything in Emanon is jury rigged, half of the stuff doesn't work half the time and the other halves are rarely seen. The complex itself was built long ago, before the Queen Wars and everything else that is recent history. Believed to be an old abandoned Dwarven fortress. Why it was built is unknown, but even more troubling is the fact that no one seems to know why it was abandoned. However, what is known, is that recently it has been reopened and people have come to live in its walls once more, though only the upper levels have been thus colonized. The lower levels remain sealed off by Locaille, a Summoner of supposedly great power. Ironically, he does not rule these people, and they have been left entirely to their own devices so long as they do not meddle with his affairs. There are rumors in the town that he has an infinite army of demons at his command, however these rumors are unsubstantiated at best. The town has been built by raiding the accessible levels for Dwarven artifacts, though now that resource has run dry. The cities fate is now quite unstable, and for the first time in its ten year history it has been given leadership. A governor has been elected to organize the city into a profitable mining town. Thus allowing its people to survive. Still, despite this hand of leadership, the town is largely lawless. With no leadership for ten years the town is mostly inhabited by grizzled warriors or rogues who thrive on such disorder. These mercenaries have recently become the governor's ‘police force' and do his bidding. He has also recently begun to attempt to negotiate scavenging rights for the lower levels with Locaille, so far Locaille has sent no response.
NOTE(S): Locaille is the name of the character I am planning on registering, I have okayed my posting of this with Emora Deen, and have even given her the summoner specs. (yay thinking ahead) NOTE 2: Locaille is NOT the governor, he does NOT want political power, in the endless army of evil sense or anything ‘traditional' such as that. He would prefer to quietly manipulate from the shadows. NOTE 3: Mainly this is meant to be a free-for-all zone, no rules, just right. Might makes Right. No Good, No Evil, jsut whatever your character judges to be such. This is because I HATE those distinctions as they force certain beliefs and stereotypes upon people. This place makes no such distinctions. If you or anyone else can do something and survive, more power to you, if people can't stop you, then they obviously don't want to stop you badly enough. This place thrives on such logic, just as Locaille thrives on such anarchy.
And if all else fails, this is a new place for everyone to RP
